You've done multiple unlock memories / guided mediation at the Seer? I kinda recall "unlock" potentially having to be done multiple times in a row to finally get things straightened out.

The login server is not responding, and there are connectivity issues within the game for those that are already online.

Given your constrained data, you, especially, would probably do very well to skip LaunchPad entirely. You only really need to run it post-patch.
